[EAS] CAP EAS Logging Question

Question:

If Brian has even just one county in CA programmed into his box, and those that send the test send for "all of CA", won't Brian still get the alerts?
So it seems the problem cannot be fixed by removing "all of CA" on Brian's gear.
The folks originating must change the outgoing alert to not be "all of CA."

Does that make sense?
(Haven't had my coffee yet.)
