As I understand it, the infrastructure used for IPAWS in general is 
separate from the computer(s) used for generating the RWT.  I don't know 
the details on the latter... could be someone's office PC for all I 
know.  It certainly doesn't seem to take much to derail it. But the fact 
that RWTs issued by other jurisdictions via IPAWS are getting through at 
least serves the purpose of verifying IPAWS is functional.

Not very comforting for those of us who like to see the RWTs in our 
logs, but not a reflection on IPAWS itself.  On the other hand, as long 
as the enforcement bureau is shut down at the same time as who ever 
takes care of their RWT machine, we should be good! :-)
