[EAS] No CAP today

So far today, I've seen three RWT's come through IPAWS, but only one was from IPAWS.
Of the other two, one was from the state of Indiana, and the other was from Alachua County in Florida.

Obviously, when IPAWS sent this one for Guam, it wasn't "Monday" yet at the IPAWS office!
