There are some differences - 

> The NPR feed comes via their squawk-channel.
> To my knowledge there is no specific nation-wide arrangement 
> Only certain NPR affiliates participate (They are rare in this area)

Here in Washington State we will be using this system to augment our 
Existing PEP Distribution system which uses our background channel 
State Relay Network.

This would seem to be identical to the intended mission for the NPR PEP
feed.
