[EAS] NWR and EANs?

Dave is correct - the "unlimited" audio of duration of an EAN is - as far as
I understand - not supported by current NWR systems.  And to update those
NWR systems would be a major undertaking beyond existing budgets.

I don't know whether it is relevant to this current thread, but the EAN
inherently creates some complications that other alerts don't. For instance,
the fact that it is designed to last over 2 minutes. As I understand it,
that is the current stumbling block for issuing EANs via IPAWS.  Perhaps it
also creates difficulties for NOAA Weather.
