[EAS] CEM's coming from NWS in Rapid City

The NWS in the Tulsa office sent a CEM on behalf of the City of Tulsa when a large high pressure gas line ruptured near a neighborhood.
They sent both a CEM and EVA in an attempt to alert as many people as possible since some NWS radios are programmable and people will disable certain event codes.
So yes it definitely happens and currently the NWS WFO is the only method the communities in Tulsa have to issue EAS alerts to the public. We have our EAS units configured to relay those types of alerts including HAZMAT, shelter in place, etc considering the large number of rail lines we have in town and two refineries near downtown.
