[EAS] CEM's coming from NWS in Rapid City

Was just looking at the Rapid City WFO page and they have a series of CEM's
on their page concerning travel in that area. Wonder if they're also sending
them by NWR.  What concerns me about those CEM's is there appears to be one
per county.  In a large area consisting of smaller sized counties, that
would be a lot of messages to pump out.  IIRC, CEM's were never part of the
NWS's family of PIL's.  These were EAS originated message types.
