[EAS] CEM's coming from NWS in Rapid City

CEM's are Civil Emergency Messages and were, to my knowledge, only supposed to be originated by civil authorities. If what Mike is reporting is true, I'd like to talk to the WCM in that area or someone from Silver Spring (when they return after the shutdown) to find out what is going on...
