[EAS] FEMA/Ad Council PSA issue

FEMA has apparently 'fixed' the spot. The text is different, and the alert tone is only heard at a low level, and has breaks in it to make it discontinuous. So, it may be safe to air from 'its not going to set anything off perspective', but it still violates FCC rule 11:45. If I were a GM, I would be on the fence about this, as, FCC rules not withstanding, there is a legitimate reason to play something that sounds like attention tones in this spot.
I did see the original spot air over last weekend, on a TV playing in a restaurant.
