Good discussion on this subject so far, for the most part!
The amusement or frustration expressed after IPAWS OPEN glitches is a direct result of not knowing exactly what is expected of us in the way of Part 11 compliance for IPAWS OPEN. Some of the suggestions already posted today can help more people simply know more about the IP resource that we depend on for a lot more things than IPAWS OPEN.
I would hope that the FCC will eventually make a clear distinction for polling compliance when there are reasons for polling failures beyond our control.
That all said, as Bill Croghan stated so well in BDR post today about a response to a perennial EAS critic: "You are right on, it's not the system, but how it's used. Those of us active in EAS fight this every day."
Failure to warn is mainly an origination problem. Failure to take warning system improvement seriously is our problem that people like Bill Croghan, Clay Freinwald, and others do fight every day.
Better and more reliable warning systems of all types can and will help save more lives and property.
