First, I have forwarded Don's question to Premier engineering in Sherman Oaks, CA.
That said, reception of Premier feeds requires a special receiver. Such receivers would of course be in place at any station that is a syndication client of Premier network programming products. Non-Premier client stations will not have this receiver.
For markets and stations that either want to reinforce their PEP reception capability, or still have no way to receive PEP, getting a Premier network client station to volunteer to become part of your area's EAS monitoring plan can accomplish the goal.
This is what was suggested and done in a number of markets when NPR was the only network entity authorized.
