Regarding Dish and Direct, it takes two to tango, and it may be that 
neither want to be involved.
PEP's are not told they have to be in the program. After careful 
consideration of a number of things, they are contacted by FEMA 
inquiring whether they would be interested or not.
This is not unlike proposing to a prospective mate. Each party has to be 
amenable to the marriage.
In this case, "For Better" isn't too bad at all, and "For Worse" could 
mean The End Of The World As We Know It.
