The ENDEC follows the EGIC guidelines and uses both fields, except in one case:

If the server type is MyState, and the instruction field is identical 
to the description field, then the ENDEC uses only the description.

This was to accommodate the eccentricities of the Washington state 
origination templates.  It will be removed in a future release.
