The cause was simple human error. An experienced, county, emergency manager was practicing with the MyStateUSA interface and intended to select DMO, which is adjacent to CEM in the menu. He accidently clicked on the wrong one. MyState is adding a pop-up to warn of using a live event code, which should help reduce such occurrences.
The Washington SECC recognizes that training our government alert originators for CAP is critical. It is something we are starting to work on. The effort is done by volunteers. Want to help? We can use all we can get.
As for your last comment, ALL monthly tests are originated from government agencies in Washington. It alternates state, local, local, state, along with an annual one from the NWS. We've been doing it that way since 1997, when it was written into the state plan.
