[EAS] Movie trailer potential violation

No...I opined a belief it was a violation of the rule spririt if not the
letter as others have also indicated.

I'm just saying there might be more to the matter than we're seeing here.
I'd be really curious to see what, if anything does happen because they
sent some sort of alternating tone sequence which just happened to sound a
lot like a formatted EAS message preamble and EOM.
