Hey Dan:
The FCC site: http://www.fcc.gov/encyclopedia/state-eas-plans-and-chairs lists Rick Kemp as the contact. Unfortunantly, Rick is no longer employed in Idaho by Journal Broascast. He's working in Seattle now. If you don't have any luck elsewhere, I'll contact him and see if he knows who took that job over when he left. The site does list a link to their state EAS plan.
