[EAS] CAP EAS Logs

Several stations in the Nevada EAS Operational Area are just now getting
their new CAP EAS equipment. Yes, I know it's after the FCC deadline but
these stations have been working through some financial issues and are now
compliant. My question is how should they deal with their EAS logs and the
FEMA CAP tests that they've missed? Is it enough to note on their logs the
date when they installed the CAP equipment or do they 'fess up in the log
and officially document that they missed the FCC deadline and all the CAP
tests that have been issued over the past year? Have any other state chairs
had to deal with this? How did you advise the stations to proceed?
