[EAS] IPAWS Up and Down in Cali?

The  nice thing about having more than one CAP server to poll. Here in Washington State we poll MyStateUSA for alerts as well. If I get an email from my Sage that IPAWS is down and nothing about MyStateUSA I know it's not a local problem.

IPAWS was up and down numerous times thru the night at KSPN-AM Los Angeles.

Seems unusual and wasn't my DSL. ??
