Back when EBS was the name of the alerting system, an RWT was a lengthy
proposition, what with carrier interruptions and 1000 Hertz tones and
announcement. Broadcasters complained, the eventual result was today's
RWT, which takes just 12.6 seconds from header to EOM (no voice at all,
8 counties listed). Note that the header bursts are more lengthy if you
have a long list of counties in your area.

At our LP station, it is mandatory to place a voice announcement BEFORE
the RWT and RMT data bursts. We don't use a pre-announcement if it's an
actual warning (duh!).

Our listeners won't jump out of their seats when the data bursts are
sounded, so long as there was a pre-announcement. After decades of use,
they are conditioned to expect something important when a data burst or
attention tone interrupts a song or ball game.
