I think Dave has an excellent perspective on this and a good suggestion that we can hopefully advance and support in the next EAS NPRM.

The fact remains that this and more should be part of a real national warning and EPI strategy for the USA.

It goes beyond the FCC, and even goes beyond the rest of the Federal partners, FEMA/DHS, NWS, and DOJ (AMBER). I need not remind everyone that state and local emergency management are all part of the warning origination picture.

After almost 237 years of existence, the USA still does not have a national warning strategy. Isn't it about time we did?
