[EAS] RWT embedded announcement

I couldn't find it in the rules but the Sage will do it. I use the non volatile memory to add "This is a test of the emergency alert system. This is only a test" just before the header. The Sage has the choice of before or in the middle.

I was out of town last week and heard a station run an RWT with an embedded announcement.

Headers... "This is a test of the emergency alert system"... EOM's

Is that legal?
Is it even possible to do this and still have the RWT be valid in that the headers and EOM's were generated by the the EAS box and not recorded?
