They may not have had to buy an EAS box, but the participating mobile
carriers did have to do a fair amount of work to support the links between
their POPs and the IPAWS aggregator, develop their own internal software and
filters, and - importantly - have the data/cell broadcast capability enabled
to support CMAS.
There have been a few comments about the proportion of mobile providers
participating/non-participating in CMAS. Consider the case of the small to
mid-sized mobile operator ... the infrastructure expense to support CMAS may
just not have been sustainable. If these guys could get away with investing
a couple of thousand per cell site, rather than the millions that would have
been needed to upgrade their core systems, I'm sure they'd be happy with
that idea.

is the FCC going to force each and every cell phone company to buy an EAS
box for each and every cell site ?
seems to me that would only be fair
