I don't see how this is wrong on any level, let alone many levels.  Isn't 
the goal here to alert the public to an emergency?  Why are you making this 
a "turf war" with the cell phone industry? In this day and age, a person not 
at home, or in a vehicle stands a better chance of being warned by a cell 
phone, than by broadcasters.  Like it or not, that's just the way it is.
