[EAS] Today's CAP Message

If SAGE upgrade to 89.2.
CAP "reception" has been spotty ever since they started messing with stuff around Chistmas Eve.
I missed Christmas Eve, got NY Eve, then missed Jan 7 & 14.
I also retrieved my config settings, checked them to be sure they were OK and reloaded then into the SAGE.
I did this in case the config settings in the machine had somehow become corrupt.
Jan 21 & 28 both came in OK.
