[EAS] EOM

For all but the EAN, the ENDEC will terminate an incoming alert at 2 
minutes.  It will insert an EOM and terminate the alert on an 
originated alert at 2 minutes.

For EAN, the ENDEC will continue until it hears an EOM on the input.
