CMAS is a work in progress with many bugs yet to be resolved. I agree 
the reading and driving matter is one item to discuss. However of the 
wireless universe, a relatively small percentage is usually driving at 
any given moment outside of drive times. 4 hours of the day is still 
only 1/6th of the total day and the remaining 5/6 is where maybe 10% are 
driving.  Less in rural areas than metro's.

So in the big picture, alerting while driving is a relatively minor 
component to the total alert picture.  But one which should be addressed 
so as to to create a text while driving type problem.
