I think that they are checking to see if you are connected...Not policing
the FEMA system.    This is very much like the legacy analog monitoring
situation...The FCC would inspect to make sure that you were indeed able to
receive WORM or KRUD...however they could hardly cite you if those stations
were off the air due to a failure.

It's one thing to cite a station for not having the equipment.

If they start harassing stations for not checking every time that FEMA is
rebooting their computers, that is another kettle of very smelly fish.
