[EAS] FCC Says CMAS is now WEA

WEA, aka CMAS has such a severe limit on the number of characters per message that it is almost useless.  We've already experienced mass confusion here from a blizzard warning without adequate detail.  If the message has simply said, "in the mountains," it would have been fine.  Although, I can understand the need to limit the bandwidth load on the network.
