[EAS] IPAWS RWT this week

Thanks Ken,

Since the TFT polls every few seconds I can see where there may be an 
occasional traffic jam.  We don't get those messages very often. I've 
got a call into Darryl Parker at TFT; he's always been extremely helpful.
