[EAS] non-participating EAS

It was non-participating under the part 11 rules. We had to have decoding and encoding equipment, and send and receive tests. But in the event of an EAN, we were to simply go off the air.

It was hard to get them to even repeat weather warnings. "Other stations are doing this, why do we need to?" seemed to be the prevailing attitude. Thankfully, that attitude had started to change before I left, as the old-school management retired. But as of July 2000 when I left, they were still non-participating.

That depends on your definition of non-participating.
By non-participating, do you mean they chose to not participate in EAS because they are cable networks or some other entity where part 11 rules don't apply?
OR
Non-participating under part 11 EAS rules.
