[EAS] IPAWS RWT this week

Oddly we did not receive one either.

Our TFT converter logs show that polling was good to go at 1105 but 
there was no test received.
I spoke to KQED, our LP2, and they said that they received it at that 
time with no problem.

Both a few minutes before and after the logs show that we had an HTTP 
504 error (something about server allocation) but I have no idea if that 
has any bearing on the problem.
