[EAS] No CAP alert for week of 02/17/13

If it's a Sage Digital ENDEC, make sure you have the current firmware-it needs to be 89.2.  If it's not a Sage unit, I have no idea.

I had a similar problem-I actually received CAP RWT's for a while, but then they stopped (just after the zombie alert), so I updated and all seems to be well.
