CAP messages delivered via IPAWS OPEN are required to have end-to-end digital signatures to be processed through OPEN. OPEN checks these signatures to confirm that the message is from an approved alerting authority, that the message is directed to that alerting authority's authorized geographic area and that the level of alert specified is approved for use by the alerting authority. IPAWS OPEN does not alter or edit the contents of the CAP message. The CAP message digital signature is the end user's assurance that the message has not been altered. It is up to the end user to determine if their CAP/EAS device verifies digital signatures prior to processing incoming messages from IPAWS OPEN or any other source using digitally signed CAP messages prior to broadcast.
