[EAS] CMAS delay?

We just had an AMBER alert go off here in MN for an 8 month old. The
AMBER alert hit my sage box 26 minutes before my cell phone got it.

Where's the delay coming from? 1/2 an hour is quite a bit of time in
terms of these alerts. I hope they aren't that bad for other things.

Happy ending though, kid was found within 10 minutes of the alert. The
system does work, just massive delay in dissemination.
