[EAS] Multiple encoders

Clay, Richard:

Nice to be on the coasts, where all our money ends up when
it is vacuumed up here in the Midwest.

I've always had just one encoder, couldn't see spending
another $2K when I had other things to worry about--like
payroll. Don't see any real improvement in the local economy
until 2017. If the idiot decides to shut down the coal fired
power plants by executive order the only booming business
around here will be the local U-Haul franchise.

The cluster with the local relay has two Sages for six
stations. Don't know what the CC cluster has (five stations
there)--but when we bought the 6th station they were running
under a JSA. There was no encoder in the studio--tests were
just run by one of the CC stations over their programming.
That was 2009--doubt that things have changed since they now
have only 3 on-air people for 5 stations, no engineer, and a
GM who is only there one day a week.
