Presently in Ohio everyone except manufacturers, farmers, or
folks buying tangible items for repair services (the garage
buying a set of rotors for repairs on your car)--pays taxes
on tangible items they buy from an Ohio seller.
Utilities--water, sewage, electric, garbage--are not subject
to a sales tax, and, of course, gasoline is taxed separately
at higher rates.
This Ohio bill would not only require stations to collect
taxes for the sale (or trade) of advertising time, but would
also assess taxes on services they need, including
accounting, legal, and IT.
My copy of the bill from the Ohio Bar Assn. is a 200+ page
PDF--and tax law is something I leave to someone else. So I
am far from sure what is really in it.
