Of course the safest method is simply unplug, power down, and go home.
There is such a thing as too much, but i wouldn't hesitate to put
EAS/CAP somewhere near "national security" as far as importance.
People may not see it as such, but that's what it's there for. As
such, it should be treated no differently than any other "national
security" network... But less than "the football" i'd imagine. Not
taken seriously can have serious outcomes, as has been demonstrated
quite recently. Most stations see it as the "necessary evil" in the
room. It has to be there, but nobody cares, programming buries the
tests at the wee hours of the morning, the public is mostly
desensitized to it's sounds, but when hell breaks loose, even the cell
phones tell you to turn on a portable radio for information.
It's not something that should be ignored most of the time. It's quite
the responsibility.
