Eric,

I think the idea was that the ENDEC would be the host and it'd come
with several fobs tied to the box, not a centralized server. A
centralized server would have some serious big brother going on, and
i'm not entirely sure it'd be legal from that standpoint. An opt-in
system however would work.

And yes, either EMCs solution or Symantec's solution would be a way of
doing this.
