[EAS] ALERT: EAS Device passwords

Two thoughts

1.  This would have never happened with the old EBS carrier on / off 
system.  It could have happened with EAS if someone put the right 
two-tone signal on the right VHF radio channel.

2.  There is no such thing as a completely secure OS.  Windows is 
more popular so it gets more attention, but any system that is 
connected to the public is not secure.  Learned that in the days of 
RED and BLACK circuits.
