        There were reports as early as 9:33AM EST that the system 
        was operating normally.  This was posted on 
        www.theBDR.net/articles/fcc/eas/eas.html
        
        Also, FYI, the Monday test was received 
        here in the Mountain Time Zone at 11:05 AM

        As to whether/what should be logged 
        at times other than when the test is expected,
        that is unclear from the FCC - and especially
        since without further input from the FEMA, 
        it is not always clear if the problem is the IPAWS
        OPEN server or some local Internet connectivity
        issue.
        
        That is one reason the national outages are posted
        as known, to help local folks try to figure out 
        where the issues are.
