Dave,
The TFT EAS911+ and EAS911 are similarly programmed. Each will try to decode any message it receives from any source to which it is connected. Whether a received message is automatically forwarded(transmitted) is a function of:
1. Whether the message is a valid protocol message,
2. Whether the message is expired or duplicate,
3. Whether the Event code in the received message matches an Event code tagged in programming to be forwarded,
4. Whether at least one Location code in the received message matches at least one Location code tagged in programming to be forwarded,
5. Whether the Originator code in the received message matches one of the Originator codes tagged in programming to be forwarded.
All these conditions must be met in order for a received message to be forwarded/transmitted automatically.
For manual operation, any received message can be forwarded/transmitted at the operator's discretion.
The TFT 3320 CAP-to-EAS Decoder has a filter configuration setting that can filter Geocodes, i.e., FIPS codes in a particular format. Only those received CAP messages that pass the filter will be decoded and forwarded to an EAS decoder, such as a TFT EAS911.

I have had limited contact with TFT converter box and as I recall, you
can configure it to not send alerts to your attached decoder based upon
FIPS codes. Which is good, because otherwise your log fills up with
IPAWS RWTs for every time zone, plus everything else in the country you
don't care about. Heaven help you if you are still printing logs to
paper in that case! :)
