The only requirements for logging, other than EAN/EAT is to log tests you are required to send (RWT) and tests or alerts you are required to originate or relay (RMT or EAN). Any other participation, and associated logging is voluntary therefore not required. If all of the required tests (RWT or RMT) happen when they are supposed to, then no other alerts are required to be received, sent, relayed, or logged.

The Emergency Alert System (EAS) is a nationwide emergency alerting program that broadcasters, cable and wireless cable television systems, and other service providers identified by the Commission (as EAS Participants) must provide communications capability to the President to address the nation in national emergencies. EAS_also_is_available_at_the_state_and_local_level_to_enable_EAS_Participants,_on_a_voluntary_basis,_to_transmit_local_or_state_emergency_information,such as severe weather warnings and child abduction alerts ("Amber Alerts"). The Commission, in conjunction with the Federal Emergency Management Agency (FEMA) and the National Weather Service (NWS), implement EAS at the federal level.
11.61(a)
EAS Participants shall conduct tests at regular intervals, as
specified in paragraphs (a)(1) and (a)(2) of this section. Additional
tests may be performed anytime. EAS activations and special tests may
be performed in lieu of required tests as specified in paragraph (a)(4)of this section.
(a1) and (a2) only address RWT's and RMT's.
There is no "shall" when it comes to other alerts, except for aforementioned special tests or the EAN, (and EAT if it still exists) and the national tests.
Alerts related to state or local plans are voluntary. There is no "shall" participate, therefore there is no "shall" log.
>The TFT EAS911+, EAS911, and EAS3320 comply with Part 11 provisions of 11.33(a)(4), 11.34(f), and 11.34(g). These units permit users to comply with Part 11 provisions in 11.38(a),_11.38(b), 11.51(m)(2), 11.52(e)(2), 11.54(a)(3), 11.61(a)(2)(D)(ii) and 11.61(a)(3)(iv).
