[EAS] CAP EAS Logging Question

All-

This is a question about EAS logging requirements and the changes which CAP
has made in our documentation practices. Nevada has three Operational Areas
and no broadcast signal covers more than one of them, so statewide tests
have not existed until now, with the acquisition of CAP software. 

 

Now I am finding that when an RWT is issued by the City of Henderson in
southern Nevada, it shows up in the Sage ENDECS in northern Nevada. The same
thing happens when officials in the Reno area issue CAP RWT's. Harold Price
tells me that's because the Sage looks for anything with "Nevada" in the
locator code. If the message is an activation, it wouldn't get passed on in
northern Nevada if the station has properly set their locator codes. 

 

Henderson city officials (Las Vegas area) are sending CAP RWT's every week
now as part of their training and other cities will conduct similar tests
when they receive their credentials and passwords. Eventually there will be
a schedule for one local CAP test a week. 

 

Do other EAS units like DASDEC and Trilithic operate the same way? How
should stations, particularly those which are not in the Operational Area
where the test is issued document these tests? How do those stations know if
they've missed one of these tests? How are stations in other states handling
the local CAP tests? Is there a schedule for state and local officials to
conduct CAP RWT's? What happens when an official forgets to send an RWT? And
what are my stations that are in areas with no or erratic Internet coverage
supposed to do?
