In a word, No.  Part 11 only applies to FCC licensed and regulated 
industries. Though the coding format is the same,NWR is not one of those 
industries. And except for receivers to be compliant with Part 15 
unintentional emission limits, there is nothing specific Part 11 about 
them.  At some point, NWS is planning to use more message types for 
their own alerting purposes.  But they won't be part of ay EAS/Part 11 
message type.
