[EAS] Ten Years After: A Call for a national warning strategy

Greetings:
I have submitted a petition to Congress and the executive branch based on the report,"A National Strategy for Integrated Public Warning and Capability", written for the government by the Partnership for Public Warning (PPW) exactly ten years ago. While this and other PPW reports led to the development of CAP and helped lead to what we now call IPAWS, we still do not have and overall strategy to integrate public warnings into emergency management.
The time is long overdue to have a coherent and unified warning strategy that takes advantage of not only enhanced EAS, but WEA, social media, and other evolving emergency information systems. Such a strategy must call for getting more local and state emergency management agencies to look at the public warning function as a response resource.
One thing I am hoping for that could come out of this is to help raise awareness in the state and local emergency management communities that better education and training is needed for this component of emergency response.
