If Congress were to pass a bill (and the PODUS sign into law) requiring
the NWS carry EAN's and other non-weather EAS traffic beyond AMBER, this
whole discussion would be a moot point. Most broadcasters would have truly
dual path reception. Such a system would parallel the PEP/Broadcast EAS
system and add millions of ready made receivers to the pool of those
properly equipped to receive the message in a timely manner.
With that said, I harbor no rosy vision of that occurring under the
current DC political environment. NWS would no doubt seek additional
funding to expand and harden their facilities along with some level of
control. I don't disagree with arguments the NWS would make about
technical improvements and hardening. Others, well....call it what you
want.
