[EAS] The EAS SPW issue and EPI: Time for a national discussion?

Hi Dave,
As for weather alerts, the NWS normally explains at the end of the 
Warning what that warning means to life and property, they go into 
pretty good detail.  But you do raise a pretty good point.  I for one, 
having never experienced a "Shelter In Place"  warning, did not 
understand fully what that meant until it was discussed on the national 
news during the Boston tragedy.  I agree.  If I had heard just "Shelter 
in Place" until now, I was kind of assuming I needed to find shelter, 
not just stay where I was at.  Yes good point Dave.

As CAP usage expands and the EM's understand better how much they can do 
with it, hopefully, explanations beyond just a warning phrase will start 
to be utilized through the EAS system.

Should we not be doing a better job of pubic education about EAS? After 
all the    | system's intent is to warn the public. Who, among average 
citizens understands the difference between a watch and a warning, or a 
flood and a flash flood? "
