[EAS] CAP Server issues?

We see it down at 9:18 and back up at 9:32 here in NYC.

Our Sage Digital ENDEC says the EAS Server is down. Anyone else seeing this or is it just an Internet issue for me? The message was sent at 04/01/2013 09:16:29 Eastern Daylight Time.
