Jim didn't say IPAWS was not capable of handling an EAN.
He only said that they will not come from the president through IPAWS.

Regardless of the accuracy of Jim's statement.
He was not pointing out any technical flaws with IPAWS, but rather was suggesting what the protocol for issuing an EAN will, in his opinion, be.
