[EAS] CAP Server is apparently down as of 0821 PDT, September 22, 2012

The FEMA IPAWS OPEN server apparently went down at 0821 hours Pacific time today, September 22. I personally monitor 25 stations and have talked to at least one other person who confirms observing this in another state. I logged in to one box remotely to verify it was offline. I rebooted it remotely and it did not connect properly to  the FEMA CAP server.
